This one was quieter and, in some ways, riskier: rezoning 200 hectares of Poblenou from obsolete “22a” industrial classification to a new mixed-use category designed to attract knowledge-economy companies without erasing the neighborhood’s identity.

The numbers tell one version of the story. More than 8,000 companies have set up operations in the district. Over 90,000 people work there. Global anchors including Amazon, Meta, Microsoft, and Cisco occupy buildings that sit alongside local startups and university research labs. The strategic sectors targeted by the plan read like a consultancy wish list: media, information technology, energy, biomedical technology, and design.

But the more interesting version is in the fine print. The 22@ plan was deliberately not a blank-slate redevelopment. Over 115 heritage-protected factory buildings were catalogued and earmarked for adaptive reuse. The idea was that 19th-century smokestacks and 21st-century glass incubators could coexist, each giving the other meaning. Residential space, schools, cultural facilities, and green areas were mandated alongside office and commercial use, a quadruple-helix model that mixed business, academia, government, and citizens within the same blocks.

The 2013-2018 Urban Mobility Plan identified 120 intersections for potential conversion across the city. The targets are ambitious: reduce private vehicle journeys from 26 percent to under 19 percent of all trips, and push walking, cycling, and public transport above 81 percent. The Poblenou pilot, launched in 2017, was the first full-scale test. The Platform for Participatory Democracy

In 2016, Mayor Ada Colau appointed Francesca Bria as Commissioner of Digital Technology and Innovation. Bria’s mandate was to reverse what she described as Barcelona’s prior approach: handing urban data to corporate platforms in exchange for services that treated citizens as products rather than participants.

The Barcelona Digital City Plan, launched under Bria’s direction, committed 70 percent of new-service IT budgets to free and open-source software. The Northeastern Frontier

The 2004 Universal Forum of Cultures was supposed to be Barcelona’s second Olympic moment. It was not.
